I notice they’re vague on the detail of where and how the hydrogen is to be produced. You can’t just pluck it out of the air like oxygen.
Solar power would require huge, environmentally hostile PV farms, even ignoring the fossil fuel intensive process of producing the PV arrays. Maybe they’re planning to use a nuclear reactor–the only GHG-free source of electricity.
The most economical method of producing hydrogen is to liberate it from hydrocarbon fuels.
Oh, and by the way–water vapor is a green house gas orders of magnitude more effective than carbon dioxide.
