As newly minted private pilot 20 some years ago, the local ultralight pilot took me under wing. They were dealing with this way back then, well before TSA. At least at the time, if it had an N number and the airport took federal funding, they had to allow it. If it was a true ultralight with an N number, all bets were off. The FAA does not consider true ultralights to be aircraft and hence did not require access for them.
