Legislation would mandate ADS-B use for most military and civilian aircraft in effort to close safety gaps.
ADS-B in would not have prevented this accident in DCA. ADS-B in is advisory only, still requires crews to see visually to avoid other traffic. All the ADS-B in requirement will do is add another expensive device that some crews will turn off because it duplicates TCAS or has features crews don’t need or want to pay for.
