Congress is considering Ted Cruz’s ROTOR Act, which would expand ADS-B requirements to include ADS-B In on most crewed aircraft.
Mandate the LSA sized drones install ADS-B in and out with antenna diversity and make them follow the see and avoid rules surface to however high they are ultimately permitted. If they can’t see stationary objects, stationary charted objects and fly into them they have zero business flying beyond line of sight. If they can weigh up to 1350 lbs, they can certainly carry 5 pounds of ADSB ES transponder on both 978 and 1090 MHz.
Only if they add a provision in the bill that prohibits the use of ADSB-Out as a means of collecting fees, implementing taxes, initiating adverse certificate actions or investigations, or as the primary evidence to initiate any cost or activity to an operator. I hate the fact that I had to pay to install ADSB, and now someone else is using my investment to attempt to charge me money. Although I avoid any airport that has Vector or similar landing fees, I should be able to land at any of those airports, and then when Vector sends a bill, I should be able to say, “Okay, that is $15 off my $7500 install of ADSB. Keep on sending the remaining $7485 worth of landing fees to me, and when you reach my $7500 investment, then I’ll start paying you a-holes”.
