I’m afraid the root of the problem is the Federal Aviation Administration’s apparent lack of will or perhaps the legal ability to knock some heads together.

In its 66 year existence, the FAA has a long history of failure in regards to facilitating new technology. Lately they have been demonstrating an inability to successfully manage a one car funeral in regards to certification. I acknowledge that part of the problem is inadequate staffing and the lack of practical experience in current personnel.
