Who is “EAA?” Finally, this person just stated the truth: ‘we are opposed to fees regardless of how they are collected!’ If the users don’t assist financially, where do they propose the money will come from to operate multi-million-dollar airport facilities - other taxpayers?

The devil is in the details. This would allow states, especially NY, to continue using ADS-B to penalize corporate / Part 135 operators. Another state trying to exert control over federal aviation regulation. As another reader stated, any use of ADS-B data for other than aviation safety and ATC is a perversion of the system.

How do gas stations make money?

Do you have a charge every time you pull into a gas station before you get the gas?

They make money charging for services. Existing isn’t a service.
