The Aviation Innovation and Global Competitiveness Act would require the FAA to publish a certification plan and expected time ranges for advanced aircraft projects.

I see three fundamental factors:

  • shortage of staff in FAA
  • lack of experience in some FAA staff
  • FAA people playing games, one inspector refused to follow HQ directive about test permits
  • incompetent aviation developers, such as Boeing on 787 project, unrealistic estimation of workload, evasion of reality (despite military side of Boeing warning about fooling oneself, from its own experience)

Plus the Japanese company that simply lacked experience so encountered delays and redesign of its airliner project.
