Yeah, don’t affect their operation, but that wasn’t the point. The point is total heat load of the aircraft, its systems, and occupants. The point of mentioning countermeasures and comms is that they add heat load that isn’t present in other transport aircraft that don’t have them, such as the prior comparisons given. Add heat load, then you must add cooling capacity to address said heat load. Want to save money by avoiding the need to increase cooling capacity? Get rid of some of the heat load. Of all possible trade offs, changing the paint seems like the cheapest, least mission impactful option.
