You don’t operate an aircraft in or out of a military base without permission.
Courier services operate in and out of military bases with permission, for logistics service, but are not adversary aircraft as old fighter aircraft are, not performing testing of aircraft operations.

US armed force divisions do cooperate sometimes, sometimes share bases or administration of bases.
For example Joint Base Lewis-McChord. And there may be army people on a navy base, used to be at CFB Esquimalt but navy may now be using its own specially trained people to board hostile vessels. (Not far away is an ASW helicopter squadron - at YYC, RCN frigates and some resupply ships carry one.)

I think there’s a reason the Hawker is operating out of a USN base near ocean.
