From the evidence now available it appears that the cause of this tragedy was a combination of poor airmanship on the part of the P-63 pilot, which clearly was out of position, and poor air show management by the CAF or whoever was in charge of the flyby, with perhaps some FAA responsibility for overall supervision of the event. Mitigating facts seem unlikely to surface.
