The FAA is a classic case of an agency stuck in the middle of a problem with competing interests on both sides. In that case, the standard bureaucratic response is to appoint a committee to “study” the problem (i.e. Do nothing). They did it before with PAFI, and now they are doing it again with EAGLE.
