If the darned FAA woulda passed the EAA suggested “Primary Aircraft” aircraft certification category in the 2012 FAA Modernization and Reform Act, your wish would have been granted a decade ago. A large group of people worked on the Part 23 update only to have most of it ignored. This is MY major issue … peeps me off every time I think about it.
