FAA Adds More DPE’s To Ease Certification Delays

Your instructor ought to have known not to use that airport for cross country flight. As fast doc said, it goes by straight line distance. So you weren’t eligible for the checkride.
However, I don’t think the DPE is supposed to collect payment for that.
If you aren’t eligible, the checkride can’t start. If the checkride does not start, it cannot be unsatisfactory. So there’s no payment necessary.
Every DPE that I’ve used has checked my (or my student’s) logbook and documents; then begun the checkride. (As soon as they explain the three outcomes of the checkride, it begins. The check ride can end with discontinuance, unsatisfactory, or satisfactory.) Only an unsatisfactory requires an additional payment when retesting, usually less than the full price.
DPEs are allowed to set their own prices but they must follow strict procedures for the checkrides. So I think you might have grounds to report him to the FSDO and demand a refund.
