EAA Scholarship Program Ups The Ante For Pilot Training

The Experimental Aircraft Association (EAA) reported today its EAA Ray Aviation Scholarship program has recorded 600 recipients completing flight training and earning pilot certificates. According to EAA, the completion rate is approximately 80% - nearly an inverse to the national average for flight training.

Can anyone explain?

Sure. Whether the terminology (or math) is correct, what it means is that only 20% of those who start flight training in the US go on to get their Private Pilot Certificate; 80% do not. However, those who are selected as Ray Scholars reverse that: 80% go on to complete the process; only 20% fail to do so. Incidentally, what the article does not say is that Ray Scholars are between the ages of 16 and 19. (If they’re seeking a glider certificate, they can be 15.)
