This is a typical government “first offer” in the public negotiation process. Whatever rule eventually comes out of the process, no matter how onerous, will seem quite reasonable when compared to this idiocy.

It’s not about what’s good for the country, and especially not good for the small minority of people with dreams of flight. It’s obviously about what’s easiest for the FAA employees.
