Can anyone explain?

Sure. Whether the terminology (or math) is correct, what it means is that only 20% of those who start flight training in the US go on to get their Private Pilot Certificate; 80% do not. However, those who are selected as Ray Scholars reverse that: 80% go on to complete the process; only 20% fail to do so. Incidentally, what the article does not say is that Ray Scholars are between the ages of 16 and 19. (If they’re seeking a glider certificate, they can be 15.)
